Very small indeed. I manage HR in my organization, so I’ve run into this. Employees can take either the $20 biking credit or up to $240 pretax for transit. (We offer a transit subsidy — not $240, but far more than $20.)
It’s a flawed dichotomy, since the law allows people to take both parking and transit pretax. But that’s the law, and nobody takes it even though we have bicyclists. (Which is good for me: the administration for such a small amount is also problematic.)
